how does it figure that Spain is nowhere on the list ....

The criteria for calculating rankings include life expectancy, adult literacy, school enrollment, educational attainment, and adjusted real income.So the SPAIN is out of 10

Your list is a bit strange, read a bit about norways weather before saying that it's number one in your list. Especially about the rain.
weather no is a main point for the top ten list,i know u mean the weather, but for the Human Development Index(HDI) no very consider this point, so norway is no.1
